Patent APIs throttle aggressively and inconsistently. The adapter reads published throttling headers on every response and paces each service category independently to the announced rate, backing off on explicit retry signals. Because the rate buckets are independent, slow search pacing never blocks faster retrieval calls — and a source that is unavailable or unconfigured is isolated rather than failing the whole query.
